Who is Involved:
- Excelaron was established in 2006 as a small business enterprise in
San Luis Obispo for the sole purpose of continuing the exploration of
the
remote DOGGR designated oilfield on Mankins' Ranch for potential oil
reserves.
What is Planned:
- Excelaron plans to explore for oil reserves on an existing DOGGR designated
oilfield in a remote area of the Mankins' Ranch in the foothills adjacent
to
Huasna Valley.
- Excelaron has committed to conducting a full Environmental Impact Report
under the California Environmental Quality Act (CEQA).
- Excelaron is committed to working with the community and has incorporated
their comments into the project description for the CEQA review.
- The project description includes four phases, each of which will be
analyzed
under the CEQA review;
o Phase One will include exploration and testing to see if commercial
production of oil on the site is viable. This will include drilling
up to four
test wells on three existing pads secluded in the foothills.
o Phase Two is contingent upon economically feasible and commercially
viable production reserves. Excelaron will construct permanent
tank farm
facilities in a secluded area of Mankins' Ranch surrounded by the
hilly
terrain east of Newsom Ridge and Loma Pelona.
o Phase Three would be initiated should the exploration phase not
provide
successful results. Excelaron has committed to cleaning the entire
site
an properly plugging and abandoning the test wells and restoring
the
area to its natural state.
o Phase Four will occur if long-term commercial production of the
field is
viable. Excelaron proposes an expansion to a maximum of 12 wells,
all
located within the original 260 acres previously explored.
Why explore in an area that has had previous exploration?
- Current technology will allow for Excelaron to explore this site more
extensively than previous oil exploration efforts. Today’s cutting-edge
technology will allow for definitive exploration to determine if long-term
commercial oil production is viable at this site.
